Most of your raster analysis packages will do this. I  am not familiar
with any free ones but you might want to look at Spatial Analyst
Extension for ArcGIS, ErMapper, or Erdas Imagine.

Hey Shruggers,

 

Does anyone know if there are currently any products, free or fee, that
have the capacity to create approximations of ground cover density. Say
in a forest area you would like to know how densely populated it is with
tress, plants, and other types of naturally occurring green stuff.
