shrug-l: Tangent vs. Non-Tangent

Hey Shruggers,

 

Does anyone know if it is possible and if so how to draw a Non-Tangent
curve with an ArcView license?

 

If not, what is the ideal solution (software/extension, etc.) to draw
Non-Tangent curves?
