shrug-l: Square Buffers

I am looking for a relatively painless way to make square buffers.
Anyone have any?

 

In my example, I am making cartographic neatlines that will be square.
Then I will be making two borders on the outside of the neatline at
scale-dependent distances, these borders need to be square too.
