As you are probably aware, Florida DOT has evacuation routes and contra flow plans which are available on-line as maps. Each FDOT District has an (FDOT) Emergency Manager and evacuation plan as well. The local Emergency Managers should be using programs such as Hurrevac (ref - http://www.hurrevac.com/) and other resources made available to them to determine time frames for evacuation. The Department typically provides the resources (roadways, signage, etc.), while the call to evacuate is left to the local authorities (typically individual county EOC/EM) unless a Governor's evacuation order is released (ref Sections 252.36(5)(a) and 252.46(2), Florida Statutes).
