Esri has announced a new global grants program for non-profit groups
called the "ESRI nonprofit program". You can find out more information
by going to http://www.esri.com/nonprofit/. This new program is designed
to be a streamlined way for Non-profits to obtain a cheap 1-year license
of Esri's ArcInfo Desktop GIS software.
All of their existing grant programs, like ECP and Techsoup, continue in
full force. As I understand it participating in grants from one program
doesn't exclude you from eligibility for other programs. Esri has
created a new site (www.esri.com/grants) which summarizes all of their
grant programs.
