shrug-l: Justifying the Cost of Authoritative Imagery

Recalling a discussion sometime ago on SHRUG about some of the problems
with referential imagery (i.e. Bing and Google imagery) and the value of
authoritative imagery, I wanted to share a recent "issues brief" put
together by the National States Geographic Information Council.
