Duration:                    October 1, 2014 through June 30, 2015.

Purpose:

DOH, Bureau of Epidemiology, is looking for assistance in redesigning the database for Environmental Public Health Tracking (EPHT).  Staff will consist of a Project Manager - Team Lead, a Data Architect, a Web Applications Programmer, and an Applications Development Analyst.  Staff will also assist with application integration for the web portal at www.floridatracking.com<http://www.floridatracking.com> (which is a .NET application).

Required Experience

Staff assigned to perform the services shall have at a minimum the following experience:

Service Tasks

The tasks to be performed by staff include the following:

Planning activities to be performed by the Project Manager - Team Leader (Job #8220) and Data Architect - Advanced (Job #1410):

1.         Coordinate efforts of team members by using Project Tracking software.

2.         Evaluate current design of EPHT database and determine what type of structure is necessary and beneficial to support future EPHT application changes (e.g. potential for OLAP cube).

3.         Document database and .NET application changes that are necessary to support the new display of database dimensions (these dimensions include geography, race/ethnicity, payer).

Development/coding activities to be performed by the Web Applications Programmer - Advanced Level (Job #2630):

4.         Construct the code and database objects necessary to implement complimentary suppression to avoid back calculations of suppressed values, while implementing new data dimensions.

5.         Determine the best method for selection and display of user defined areas and time periods (with multiple years and combinations of geographies), and provide code to do this.

6.         Develop code for appropriate database objects to track census boundary and zipcode changes through time.

GIS and reporting tool activities to be performed by the Applications Development Analyst - Advanced Level (Job #1250):

7.         Evaluate current visualization and reporting tools (maps, graphs) and determine the best way to integrate these tools into the new database and application objects, possibly with ArcGIS Online

8.         Migrate existing EPHT mapping systems into Java Script and/or HTML5, including the integration of current graphing and charting functionality with the mapping system.

9.         Assist existing employees (database manager and application developer) with implementing the redesigned database and application code for web-based data query system reporting.

Deliverables

Staff shall provide the following deliverables:

1          Monthly status update of team's efforts (as listed in Task 1. Performed by the Project Manager).

2.         By 10/31/14, Recommendations submitted for redesign of EPHT database to accommodate display of additional data dimensions (as listed in Task 2. Performed by the Project Manager and Data Architect - Advanced).

3.         By 12/15/14, Application changes necessary to support the new database structure created for the display of multiple dimensions (as listed in Task 3. performed by the Project Manager).

4.         By 2/28/15, provide code for routines to implement complimentary suppression to avoid back calculations of suppressed values (as listed in Task 4. performed by the Web Applications Programmer).

5.         By 3/15/15, determine the best method for selection and display of user defined areas and time periods (with multiple years and combinations of geographies), and provide code to do this (as listed in Task 5. performed by the Web Applications Programmer).

6.         By 2/15/15, construct code to maintain database objects to track census boundary and zipcode changes through time (as listed in Task 6. performed by the Web Applications Programmer).

7.         By 2/15/15, Plan of the best way to integrate visualization tools into the new database and application objects submitted (as listed in Task 7. performed by the Applications Development Analyst).

8.         By 4/15/15, provide Java Script and HTML code for running redesigned web-based mapping services, and code and implementation assistance for integrating graph and chart functionality (as listed in Task 8. performed by the Applications Development Analyst).

9.         By 5/31/15, document steps in helping existing employees (database manager and application developer) to implement the redesigned database and application code (as listed in Task 9. performed by the Applications Development Analyst).

Policies and Procedures

The Department requires the Contractor to comply with all DOH policies and procedures, as applicable.

Background Check

DOH will conduct a criminal history record check, including fingerprinting, on the consultant(s) assigned by the Contractor prior to the consultant commencing work for the DOH.
