shrug-l: SHRUG-L list serve upgrade

Please note that the FDEP OTIS Systems Group will be upgrading server that hosts the SHRUG-L list serve to a new server on February 25th. The server migration process will start by 9:00 AM and should be completed by noon. There may be slight delays in email delivery and acceptance till the server migration is complete. Any emails posted to this list serve during the migration time frame will be automatically routed to the new server instead of the old one.
