shrug-l: Time-Enabled Layer

Fellow SHRUG'ers:

 

I have a  2-column *.CSV file that contains a time series of latitude and
longitude aircraft data.  Unfortunately, there is no explicit time-tag for
the records (i.e., rows) in the *.CSV file, although I know that the records
are 0.1 seconds apart. I would like to create a time-enabled layer from this
data in Arc Desktop to render an animation of the aircraft's flight
trajectory.   Tried several things this morning, but with no success.
(Note, I have created time-enabled layers many times, but always with an
explicit time-tag (e.g., m/d/yyyy hh:min:sec) associated with each lat/lon
record).

 

Any insights would be greatly appreciated.
