FHWA gathers that date form all the states.  https://www.gis.fhwa.dot.gov/gisData.asp  If its not there you have to ask ADOT.

I'm looking for county to county traffic flow data that shows the average density of traffic in Alabama, but not having any luck. Any heads up would be greatly appreciated.
