shrug-l: joining noncontiguous polygons

Greetings SHRUGies.  I have a layer of property parcels that are not contiguous because they don't include road rights of way.  I would like to join them all together, in other words to create one polygon with the "spaces" filled in.  Is there a way to do this without having to create a new polygon by tracing around all of them?  Hope this makes sense.
