shrug-l: Simple and interesting question - never thought about it

Greetings!
When we make a map, we add a graphical scale bar as a measurement/indicator of linear distances. We also know the distance is not the same as it goes from south to the north. My question is where the scale bar is precisely referenced to? The center of the map or somewhere?
