shrug-l: xml files

Greetings colleagues.  Can someone explain how an xml file works?  I have a shapefile file I downloaded from FDEP.  I am using ArcGIS Pro.  I want to view the metadata, but regardless of the metadata style I use I am not able to see all the information in the xml file.  Is there any way to view the file without seeing all the markup tags?
