I’m a technical recruiter with TCM, a veteran-owned, national IT staffing solutions provider with 35 years of experience delivering value to leading companies across the U.S.  We’re supporting our client on a project to deploy a ­­­Developer II-US who will play a critical role in delivering this project on schedule and on budget. JOB DESCRIPTION
Lead Developer - Esri

Job Purpose
Lead Developer will provide the business knowledge and technical expertise to implement strategies, evaluate products, and build upon an infrastructure that supports the ever-changing needs of our customers. In addition, the individual will lead a team of technical professionals consisting of internal and external partner resources in the development and delivery of robust, secure, and scalable solutions that exceed user needs and improve business performance. The successful candidate will work hand-in-hand with Business Leads, IT Business Partners, and IT Project Managers to roadmap, plan, and deliver on environment build-outs. The individual will be expected to be the key interface between the IT Development and the IT Project Management teams. This role will report to the Manager of Solutions Development within our Client's IT organization.


Key Accountabilities

  *   Provides technical direction for the design, development, and systems integration from definition phase through implementation
  *   Ensures system, technical & product architecture is compliant with and adheres to all [CLIENT] operational, architectural, and design standards and principles
  *   Reviews proposals for technology systems. Easily recognizes system deficiencies and implements effective solutions
  *   Applies significant knowledge of industry trends and developments to improve solution/service delivery for internal and external stakeholders
  *   Understands complex technology concepts and effectively employs different solutions as are appropriate to the engagement
  *   Owns technology oversight and is responsible for managing technical risks throughout various projects
  *   Creates and enables technical plans and revises as appropriate, to meet changing needs and requirements
  *   Ensures the timely completion and approvals of project deliverables
  *   Manages technical resources within budget and project schedules
  *   Identifies project risks and plans/implement mitigation actions
  *   Keeps team members well-informed of status and serves as liaison between both vendors and project portfolios
  *   Possesses demonstrated work experience with multiple vendors and technology portfolios
  *   Consistently delivers high-quality service to all stakeholders

Supervisory/Interpersonal- Experience Required

  *   Possession of excellent interpersonal, team, and relationship-building skills
  *   Self-directed and motivated
  *   Demonstrate valued business partner capabilities and behaviors in all interactions with colleagues, vendors, and business stakeholders\

Qualifications

  *   Bachelor's degree in Computer Science, MIS, Engineering, or similar field; or equivalent work experience.
  *   10+ years of Technology Lead & Project Management experience with Esri software
  *   Strong technical and functional knowledge of Esri Software current and previous releases.
  *   Proficient in Schnieder's ArcFM software configuration, application development, and maintenance
  *   Strong hands-on technical knowledge in application development and support of ArcGIS Enterprise, ArcGIS Utility Network Management, and ArcGIS Pro implementations, in a versioned environment
  *   10+ years' experience in a SDLC environment
  *   Knowledge and experience with Agile, SAFe, and Waterfall software development methodologies
  *   Possesses significant knowledge of client/server and web-based systems architectures
  *   Understands networking concepts in a WAN environment
  *   Fundamental database administration of Oracle and MS SQLServer in Azure and AWS environments
  *   Significant experience with deploying Esri tools and functionality via web services
  *   Experience building out/standing up environments from an infrastructure delivery perspective
  *   Ability to influence and build relationships and demonstrate team leadership in all interactions
  *   Experience working as a strategic liaison/technology consultant between portfolios and business units
  *   Ability to manage vendor relationships and hold vendors accountable for specified results
  *   Ability to manage multiple projects simultaneously
  *   Exceptional written and verbal communication skills. Communicates effectively with stakeholders to identify needs and propose alternative solutions
  *   Familiarity with Maximo Asset and Work Management Software integration with GIS is a plus
  *   Gas and/or Electric utility experience an added plus
  *   Experience with Client Smallworld, knowledge of Magik programming language, FME and Spatial Database experience will be a plus
