This TORFR intends to obtain the services of GIS Configuration Engineers with experience and expertise in Implementing PMG Licensed Software – HPMS Manager and Straight Line Diagram (SLD).

The scope of the proposed services will include the following:
o Implement and configure the PMG-licensed HPMS Manager and SLD Manger software for department, which includes two SLD Manager versions:
• SLD Editor – Will allow direct event editing leveraging existing Event Editor tools
• SLD Viewer – View only version with editing capabilities disabled
o Prior to implementation, the contractor will create Configuration Documents. These documents will detail configuration and deployment components of HPMS Manager and SLD Manager to include necessary hardware/software platforms, an architecture diagram, and an outline of provided capability. Department will review these documents and provide feedback prior to implementation.
o During the Configuration phase, the contractor will configure the HPMS Manager software for use in the department's environment based on a map file provided by department. This includes the following:
• Configure HPMS Manager Database and Map Service
• Update HPMS Manager to use the department's Linear Referencing System (LRS) format
• Configure and provide the HPMS Manager database, including:
• Configure a map service for HPMS Manager
• Create User accounts and roles
• Update of department's specific data lookups
• Update the processing of Summary data
• Reports and Validations
• Verification and Resolution of Data
o Additionally, during the Configuration phase, the contractor will configure the following elements of SLD Manager for use in the department's R&H Linear Referencing System (LRS) environment based on a map file provided by
department. Setup route systems, number, and direction options for on-system routes.
• Update Intersection Diagram logic to use department's Intersection Feature Class
• Update Route Measure and Mile-Point locators
• Update display logic to support decimal measures for mile markers
• Update department's shields
• Incorporate Exit Sign events to diagram
• Update / validate dominance rules code
• Update / validate concurrency display code
• Update / validate QA/QC process
• Incorporate department's boundary data
• Update of SLD User Guide to reflect department's content
o Testing will occur throughout product configuration, review, and deployment to ensure alignment with the department's environment and proper operation of HPMS Manager and SLD Manager.
o The Product Review phase will take place upon completion of the activities included in the Configuration phase. The contractor will conduct a Product Review web meeting with department to receive feedback regarding the configuration items. Feedback items which need to be further addressed will be mutually agreed to by department and the contractor.
o The contractor will deploy and install the HPMS Manager and SLD Manger software in the department's production environment. This will also include any configuration refinement needed to support department.
o Training will be provided to department's personnel on the configuration and use of HPMS Manager.

Expertise and/or relevant experience in the following area are mandatory:
o Authorized PMG HPMS Manager contractor
o Authorized PMG SLD Manager contractor
o Previous experience implementing PMG HPMS Manager. This includes a minimum of two implementations of the software.
o Previous experience implementing PMG SLD Manager. This includes a minimum of two implementations of the software.
o Previous experience with Esri Roads and Highways (R&H) to include the Event Editor. This includes providing R&H services to a minimum of two State Transportation Departments.
o Experience with SQL Server databases
o Experience with .NET programming

Expertise and/or relevant experience in the following area are desirable but not mandatory:
o A thorough understanding of the department's R&H environment
o Experience in HPMS Reporting
o Experience in using SLD Manager

Work Location:
Contractor personnel, with permission of the State Project Manager, will work on-site.

Duration:
6 months and more with option to renew.
Expected to start in August, 2020
