The Division of Water Resource Management is accepting applications for a full-time Engineering Specialist IV position.

Duties & Responsibilities:

  *   Evaluates and tracks information for all Water Resources Management programs that are carried out statewide. GIS layers and maps development and maintenance.
  *   Respond to Public and Division GIS Requests such as maps, layers, plotting, hardware/software troubleshooting, training, web mapping, software and tool installations, analysis, calculations, rectify imagery, create image mosaics, perform data analysis, digitize and do quality control of surveys, publish layers to the spatial database engine (SDE), install GIS hardware and software for Division staff or any GIS related project.
  *   Responsible for quality assurance/quality control (QAQC) of monitoring data in accordance with established standards and procedures
  *   Prepare and update series of maps for the supported programs
  *   Implement new tools, mobile data collection, and web mapping applications to be used by any of the supported Programs
  *   Provide training, including one-on-one, as well as assist with trainings and presentations related to ArcPro, ArcMap ArcGIS, Web Mapping, and Mobile Device technology.
  *   Test and learn new software
  *   Maintains technical expertise in the areas of information management, focusing on the management of spatial information, as well as related programmatic records and metadata needed to track and analyze the performance of regulatory program activities and requirements.
  *   Produce metadata.
  *   The position performs other related duties as requires.

Knowledge/Skills/Abilities (KSA's):

  *   The candidate must possess a strong background in programming languages. This is not an on-the-job training position. Employee will be required to update and maintain existing and implement new complex Python, Survey123, Collector, ArcGIS Online solutions. Only candidates with the skills necessary are encouraged to apply
  *   Very knowledgeable and skilled in programming in Python.
  *   Proficient implementing solutions in ArcGIS Online, ESRI Mobile applications such as Survey123, Collector, Web maps, Story Map, etc.
  *   Proficient and very knowledgeable creating and maintaining ESRI Geodatabases. Including knowledge of Precision, Coordinate System Projection setting and definition, Feature Datasets, Feature Classes, Domains, Topology, etc.
  *   Proficient and large experience using ArcMap and ArcPro to create professional maps or projects that include legends, titles, north arrow, scales, and labels.
  *   Knowledge of Geomatics and Surveying concepts such as Coordinate Systems, Projections, Datum, Datum Transformation, Legal Descriptions to ensure the accuracy and precision of the data produced and received.
  *   Excellent understanding of trigonometry, geometry, and algebra concepts such as angles, trigonometric and Pythagoras's theorem, distance formulas, angles, etc.
  *   Knowledge of and skill in GIS-related software including but not limited to: ArcGIS ArcMap, ArcPro, Spatial Analyst, Image Analysis, ERDAS.
  *   Knowledge and ability to compress images to MrSid using GeoExpress is a plus.
  *   Knowledge of computer systems analysis, design and associated techniques.
  *   Basic knowledge of SQL Programming.
  *   Familiarity with Relational Database Management Systems.
  *   Advance knowledge of Excel functions such a Pivot Table, Filtering, Sorting, Conditional Formatting.
  *   Knowledge of Access Query, Forms, and Reports.
  *   Ability to train staff on any Desktop GIS, Web Mapping, and Mobile Device technology.
  *   Ability to operate PC computers, plotters, scanners, and hand-held devices used in the development of data collection.
  *   Ability to understand and apply applicable rules, regulations, policies and procedures.
  *   Ability to work both independently and as a team to solve problems.
  *   Ability to determine work priorities and work effectively and accurately under a deadline.
  *   Ability to write metadata.
  *   Ability to communicate effectively both verbally and in writing. Ability to interpret scientific or technical data for the public and to prepare short technical reports.
  *   Ability to work independently.

Minimum Qualifications:

  *   Preferably a bachelor's degree from an accredited college or university.
  *   Must have an extensive knowledge of Python scripting
  *   Must have an extensive knowledge of ESRI ArcGIS Online applications, Survey123, and Collector.
  *   Must have an extensive knowledge of ESRI ArcGIS desktop ArcMap and ArcPro software.
  *   Valid driver's license.
