The Work You Will Do:

The OPS Environmental Consultant, 37950028, is in the Division of Environmental Assessment and Restoration's Watershed Services Program GIS Section in Tallahassee and will be responsible for editing and maintaining the geometry and attributes of the National Hydrography Dataset. In addition, this position is responsible for a range of other GIS activities which contribute to the critical mission to provide robust environmental data for use by DEAR, DEP and the public for environmental assessment and management decisions.



Pay:

$22.30/hour - $23.42/hour, commensurate with experience.



Your Specific Responsibilities:

As a GIS analyst providing technical support to maintenance of the National Hydrography Dataset (NHD), this position:

  *   Establishes and maintains effective working relationships with division staff and external agencies
  *   Edits and maintains the Florida NHD per United States Geological Survey (USGS) guidelines. When necessary, inspects, converts and edits existing geospatial data to assure compliance with NHD, Departmental or program GIS quality control standards
  *   Applies existing or develops new analytical methods when appropriate and follows accepted cartographic conventions and data management procedures to produce maps or map products.

This position also consults and coordinates with DEAR, department and external agencies and stakeholders and performs advanced technical work to provide support to a range of DEAR and department priorities and projects.

  *   Creates, collects, inspects, converts, analyzes and edits geospatial data from a wide variety of sources both internal and external to FDEP to assure compliance with departmental or program GIS quality control standards and its accuracy
  *   Performs data creation and data integration; applies existing or develops new analytical methods when appropriate to support programs that need to develop spatial information for project areas.
  *   Supports the development of spatial analysis for the program's project; produces as needed paper maps, on-line maps or images; distributes coverages; creates models and applications to standardize and optimize processing tasks. Develops mechanisms to distribute analytical results to stakeholders. Performs other duties as required.
  *   Uses Esri ArcGIS Online (AGO) skills to support development and maintenance of DEAR AGO maps, data and apps
  *   Uses Python, R, USGS tools and other software, applications and tools as needed to support division needs
  *   Creates custom tools for advanced environmental data analysis and data creation
  *   Assists in the analysis of information technologies to collect, analyze, and evaluate environmental data using GIS
  *   Assists in intra-divisional and inter-divisional coordinated projects requiring GIS expertise

  *   Participates and works effectively as a leader, facilitator, or member of DEP, division, program, or section approved teams
  *   Prepares verbal and written reports and training documents
  *   Prepares and provide presentations, including training sessions
  *   Performs other duties as required.



Required Knowledge, Skills, and Abilities:

  1.  Knowledge of the terminology, principles, and analytic techniques relevant to GIS as they relate to water quality and the aquatic environment
  2.  Knowledge of data conversion skills for GIS import / export to be used in geospatial analysis and graphics preparation
  3.  Skill in geospatial analysis and graphics preparation
  4.  Proficiency using Esri ArcGIS Desktop applications
  5.  Experience using Esri ArcGIS Online, web mapping and applications
  6.  Experience using MS Office products
  7.  Ability to solve problems and make decisions
  8.  Ability to deal with the public in a courteous and respectful manner
  9.  Ability to determine work priorities and ensure proper completion of work assignments
  10. Ability to establish and maintain effective working relationships with others
  11. Ability to communicate effectively, verbally and in writing
  12. Ability to be adaptable, flexible, resourceful, and to maintain a positive attitude.
  13. Ability to work effectively and constructively as a part of a team



Preferred Qualifications:

  1.  Experience using the National Hydrography Dataset (NHD) database model
  2.  Skill in using Esri's Model Builder and using Esri's Web Mapping Applications
  3.  Proficient in using Python software for geospatial and/or environmental analyses
  4.  Ability to use R software for geospatial and/or environmental analyses
  5.  Ability to use MS Office Power Automate
  6.  Experience with Esri ArcGIS Survey123



Minimum Qualifications:

A bachelor's degree from an accredited college or university with a major in one of the physical, natural or computer sciences or related fields of study or equivalent experience. Proficiency using Esri ArcGIS Desktop applications. Experience using Esri ArcGIS Online, web mapping and applications. Experience using MS Office products.
