The Work You Will Do:

This position is Engineering Specialist III. It is integral to handling all the spatial data needs of the division, assisting the program areas in improving workflow and getting accustomed to new GIS technology, as it evolves. This position will also provide the program areas with geographic data, maps, and web applications. This position is responsible for meeting the needs of the various programs regarding GIS data. For training and assisting other GIS team members on projects and share knowledge as the opportunities arise.

Pay:

$44,000 - $45,800.00 (Commensurate with experience)



Your Specific Responsibilities:

  *   Evaluates and tracks information for all Water Resources Management programs that are carried out statewide. GIS layers and maps development and maintenance.
  *   Respond to Public and Division GIS Requests such as maps, layers, plotting, hardware/software troubleshooting, training, web mapping, software and tool installations, analysis, calculations, rectify imagery, create image mosaics, perform data analysis, digitize and do quality control of surveys, publish layers to the spatial database engine (SDE), install GIS hardware and software for Division staff or any GIS related project.
  *   Responsible for quality assurance/quality control (QAQC) of monitoring data in accordance with established standards and procedures.
  *   Prepare and update series of maps for the supported programs.
  *   Implement new tools, mobile data collection, and web mapping applications to be used by any of the supported programs.
  *   Provide training, including one-on-one, as well as assist with trainings and presentations related to ArcGIS Pro, Web Mapping, ArcGIS Online applications, and Mobile Device technology.
  *   Learn and test new GIS software, and envision ways to utilize new tools as they release for the benefit of the program areas and our section.
  *   Maintains technical expertise in the areas of information management, focusing on the management of spatial information, as well as related programmatic records and metadata needed to track and analyze the performance of regulatory program activities and requirements.
  *   Produce metadata.
  *   The position performs other related duties as requires.



Required Knowledge, Skills, and Abilities:

  *   The candidate must possess a strong background in programming languages. This is not an on-the-job training position. Employee will be required to update and maintain existing and implement new complex Python, Survey123, Collector, JavaScript, Arcade, ArcGIS Online solutions. Only candidates with the skills necessary are encouraged to apply.
  *   Knowledge of Geomatics and Surveying concepts such as Coordinate Systems, Projections, Datum, Datum Transformation, Legal Descriptions to ensure accuracy and precision of the data produced and received.
  *   Knowledge and experience developing in ArcGIS Online, Survey123, Collector, Field Maps, and Dashboard; Extensive knowledge and experience with Python; Skills and understanding of SQL Programming; Extensive knowledge of web solutions and implementation (html, xml, json, JavaScript, ect.)
  *   Knowledge and understand of .NET and Visual Studio
  *   Knowledge and understanding of Relational Database Management Systems.
  *   Extensive knowledge and skilss in GIS-related software including but not limited to: ArcPro, ArcMap, Spatial Analyst, Image Analysis, AutoCAD Map, ERDAS and Auto Sync.
  *   Knowledge and ability to compress images to MrSid using GeoExpress.
  *   Ability to operate PC computers, plotters, scanners and hand-held devices used in the development of the biological data collection.
  *   Ability to understand and apply applicable rules, regulations, policies and procedures.
  *   Ability to work both independently and as a team to solve problems.
  *   Ability to determine work priorities, and work effectively and accurately under a deadline.
  *   Ability to train staff on ArcGIS, ArcPro, MapDirect, and Mobile Device technology
  *   Ability to communicate effectively both verbally and in writing (write metadata)
  *   Ability to plan and organize work assignments
  *   Ability to establish and maintiain effective working relationships with others.
  *   Ability to operate a motorized vehicle and maintain a valid Driver's License.



Minimum Qualifications:

  *   A 4-year degree from an accredited college or university with a major in engineering, environmental science, computer science, surveying, GIS or one of the natural sciences AND 3 years of related professional experience OR 7-years of related professional experience can substitute for the college education.
  *   A valid driver’s license.



Preferred Qualifications

  *   Must have an extensive knowledge of Python scripting.
  *   Must have an extensive knowledge of ESRI ArcGIS Online applications, Survey123, and Collector.
  *   Must have an extensive knowledge of ESRI ArcGIS desktop ArcMap and ArcGIS Pro software.
  *   Must be proficient and very knowledgeable creating and maintaining ESRI Geodatabases. Including knowledge of Precision, Coordinate System Projection setting and definition, Feature Datasets, Feature Classes, Domains, Topology, etc.
