Especially on newer machines running Windows 7 or Server 2008. One trick I have found which works often is to run everything as the Administrator. By this I mean as the actual default Administrator user. Not as yourself with administrator rights. I know it should not make a difference but it certainly seems too quite often. Also make sure you have all the patches installed. Some of these require a specific order to install properly. Unfortunately Microsoft doesn’t provide that order and will try to install patches before the other required ones are installed. Also reboot frequently between install of updates. Even if it does say you have too.

Double and triple check your IIS install.
