I'm not experienced in crowdsourcing, and have no idea what
resources might be available to you? I looked up
<a class="moz-txt-link-freetext" href="https://centropr.hunter.cuny.edu/mapping-puerto-rico">https://centropr.hunter.cuny.edu/mapping-puerto-rico</a> but could not
find much on what is envisioned for mapping Puerto Rico? Somehow the
vision of kids on bicycles with GPS enabled cell phones doing
tracking runs popped into my mind, with parents supervising? Surely
that isn't the case? <br>

Wanted to give you some top of the mind "thoughtstarter" resources.<br>
<br>
One of the best "industries" PR has to offer is <b>tourism</b>, so
I'd be making every effort to capture all "digital assets" that
might directly or indirectly support that activity (including
rebuilding the basic tourism <i>infrastructure</i>). Fantastic
photographs of everything of interest of course could be a real
asset. Not just promotional photos - photos of what needs to be
fixed, with precise geo coordinates. <br>
<br>
I would also encourage your group to study the GIS needs of the
major industries (outside of Tourism) to insure their needs for GIS
type data are met. Rebuilding the local economy will help
everything. <br>
<br>
Want to encourage you to think about getting the very most return on
all the effort it will take to "drive every street" if you are
envisioning that level of effort. If you have a crowd of volunteer
drivers, it would also be great to capture 360 views in sufficient
resolution to allow driver-less cars. (see images below as
thoughstarters). <br>

(this is more important than you might originally think. Its
names to points, names to polygons, historical names, local
names, names translated into different languages, etc., etc.
street names (and numbers) to geo locations, Names to WikiPedia
articles that contain lat/lon points falling in PR (see
WikiData). </li>
<li>Can you get the overhead aerial photos from right after the
storm? (likely to be in excellent resolution, and very current.
) <br>
</li>
<li>Is any LiDar imagery available? Both would be good sources.</li>
<li>Is there a repository of prior maps for each county? Get all
the digital maps and overlays up front... No high quality
repository available? Audit and create one. <br>

they try to parse out of the imaging data). There are many objects
of interest to the driver-less car. Those objects need to be
compared with real time imagery to enable self driving cars. <br>

Much of that "driver-less car" detail would also be of great value
in planning and budgeting infrastructure replacements. <br>
<br>
Wondering out loud - would the U.S. support any part of this mapping
project of yours? Provide technical help? Gear? Who "in the crowd"
can write grant proposals, make phone calls, filter through to
people who can hand you resources?<br>

<li>USGS??</li>
<li>Army core of engineers?</li>
<li>Military? </li>
<li>Census / Tiger developers?<br>
</li>
</ul>
How about your various Counties "mapping" data sources <br>
<ul>
<li>Public Works (streets, traffic controls, transportation)</li>
<li>Utilities (water, sewer, phone, cable TV, internet, electric,
gas, garbage,....)</li>
<li>Tax Accessory (boundary files of properties, building
information)</li>
<li>Fire, Police, Ambulance?</li>
<li>Post Office? (postal address to geo coordinates of building)</li>
<li>Survey systems used in PR? Database of precise surveyor's
reference points, etc.<br>

Hope these are a few tips on where you might start. Others on this
list have much better expertise in their respective areas. Very good
for troubleshooting and problem solving when you get to specifics. <br>
