wheel, then use OpenStreetMap as much as possible, and develop
custom layers that don't "fit" into OSM beyond that. There's
already GIS people in Puerto Rico working on OSM [1]. I would
reach out to them. A ton work has already been done updating
OpenStreetMap in Puerto Rico after Maria hit. Your biggest
challenge in a traditional GIS environment is making sense of the
OSM tags and how to map them to "traditional" GIS layers. Its not
hard, you just need to spend some time understanding the OSM
tagging system. I would highly recommend loading OSM data into
Postgres/PostGIS where you can easily manipulate the data
attributes and do spatial analysis using SQL. Lots of resources
out there to learn about OSM. <br>

reconstruction. To accelerate its efforts, Centro would like
to create a crowdsourcing platform for gathering GIS data. </div>
