<li class="MsoNormal" style="text-align:justify;mso-list:l0 level1 lfo1">Determine the radius of light that would define lighted vs. non-lighted (ask the electric department how they calculate optimal light pole distribution).<o:p></o:p></li><li class="MsoNormal" style="text-align:justify;mso-list:l0 level1 lfo1">Generate buffer polygons for the streetlight points based on that radius value.<o:p></o:p></li><li class="MsoNormal" style="text-align:justify;mso-list:l0 level1 lfo1">Merge all of your buffers into one polygon layer.<o:p></o:p></li><li class="MsoNormal" style="text-align:justify;mso-list:l0 level1 lfo1">Overlay crime data points (hopefully they’re not block level.)<o:p></o:p></li><li class="MsoNormal" style="text-align:justify;mso-list:l0 level1 lfo1">Select points “Within” the buffer layer.<o:p></o:p></li><li class="MsoNormal" style="text-align:justify;mso-list:l0 level1 lfo1">Do the math:<o:p></o:p></li></ul>

<p class="MsoNormal">The difference in % Within vs. % Outside should imply a straight-forward factor in the presence of streetlights related to crime occurrences. However, this contains a lot of subjective factors and there is also a component as to what type
of crime is being committed. DUI vs. Drug solicitation vs. Domestic Violence could result in a very different breakdown and have little or no correlation with street lights.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">Housing: I would determine a threshold distance for dilapidated housing similarly to the lighting scenario. The Florida Housing Finance Corporation uses 10<sup>th</sup> mile radius values for favorability scoring with respect to walking
distance. The threshold (highest favorability) is 0.20 Mi. or less so you might want to start with that. I would set up the analysis the same as above and buffer the footprints if you have them or parcels if you’re working in an area that has good lot-block
uniformity.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">For the fire calls: I’d generate heat maps for each point dataset and calculate the difference between the two rasters (where less difference would equal more correlation). There’ll probably be a lot parameter tweaking though.<o:p></o:p></p>

<p class="MsoNormal">I think the first two can be performed with just a basic ArcGIS license and then Spatial Analyst Difference tool for the last.<o:p></o:p></p>

is any relationship between it and dilapidated housing and also look at street lighting. I am lucky in that I have access to all the data needed and it is easy to extract, geocode, and add to our geodatabase for use in ArcMap or ArcPro . We have crime data
for the past several years, our Building Dept. keeps a good record on housing conditions throughout the city, and the Electric Dept. has all street lights mapped out in our GIS already. I have ArcAdvance and access to all the spatial analysis extensions and
tools available as well as ArcPro and its tools/workflows.<o:p></o:p></span></p>

<p class="MsoNormal"><span style="font-family:"Times New Roman",serif;color:black">What I need help on is deciding what tools to use and how to interpret the results. My thought is to look at each element as it relates to crime. Look at crime and dilapidated
housing and how it falls on the map. Then crime and street lights in the same way. Then bring it all together to see if there is a stronger pattern with all three elements.
