I agree with Jeff; utilizing MSDS' and process knowledge eliminates a lot of
unnecessary expense of the type that chokes small businesses, weakens our
credibility and creates a deserved backlash against our agencies. The regs
are unfortunately way behind the technology/chemistry of today. With the
exception of specialty paints, and particular colors in particular brands,
most of what's used out there (Sikkens, PPG, etc) doesn't contain enough of
any metal to even warrant an all-metals test, much less a TCLP. Also, these
guys aren't wasting expensive paint by spraying it all over the paper; I
know that the leaching factor and not the amount of the material(s) in
question is the driving force, yet there is generally precious little paint
that actually makes it to the tape and paper.

First we review MSDS to see if they paint they are using have RCRA metals.
Do ALL the paints have metals or only a few (yellows, reds, etc.)? If only
a
few then I suggest process knowledge for materials generated with paints
that
don't contain the metals. For those the do, separate them and perform a
determination. We would only evaluate for metals since VOCs are evaporated
during application.

A question has come up on the proper management of masking tape and paper =
used to mask a vehicle during a touch-up process. Paints have Chromium, =
Copper and Lead compounds. I know we discussed this several years ago, but =
uncertain of the final consenus. Is it solid waste or hazardous waste?
