[Sqg-program] CESQG Collections at Solid Waste Facilities

We use a multifaceted approach to deal with this problem. And although it serves us well, I'm
fairly certain we don't catch all of them
To begin with, most of our CESQG participants in our Project Green Sweep program are invited to
apply for participant status as part our SQG Inspections, assuming they have no disposal program in
place. The application requires them to attest to CESQG status, which of course they know as the
result of our inspection. The only business waste we accept w/o the application are lamps and
e-waste. Past practice has been to provide one collection date per month. This is changing with
our recent move to new facilities.
HHW customers are required to sign what amounts to an affidavit stating their wastes are from
Non-Commercial activities, and states they will be held financially and legally liable for labor and
disposal costs if they provide false or misleading information. These records are databased and the
reports will show multiple disposals from the same address.
Of course, the front line, the HHW staff who accept and manage this waste are also a key factor.
Their experience will in many cases identify those businesses that are trying to cheat.

Good morning:
Orange County EPD has been waiting for the OC Landfill HHW center to allow
CESQGs to bring their hazardous waste to the contractor on site. They would
be charged whatever price OC would to dispose of the same material.
The main reason why this has not yet happened is that OC is afraid that
businesses will try to pass it off as HHW, instead of paying the contract
prices. I would like to get feedback from any of you already allowing this
in their counties on how to minimize that problem.
