California bill and NEPSI negotiations indicate where e-waste debate
is headed
=09
With the signing of landmark electronic recycling legislation in =
California
and with the completion of another round of negotiations on a national
e-waste program, advocates for increased recovery of old computers and =
other
electronics are beginning to learn the possibilities.
=20
* Governor Gray Davis has signed Senate Bill 20, a law requiring a fee
of $6 to $10 on computers and televisions that will be used to establish =
a
statewide electronics recycling system. This is the first such state law =
in
the U.S.=20
* At the same time, the nearly 50 participants in the National
Electronics Product Stewardship Initiative held a meeting in Chicago =
focusing
on a plan to charge a similar fee nationwide to establish a national =
recovery
system. In the draft NEPSI proposal, an advanced recycling fee would be
replaced at some point with a cost internalization approach in which =
original
equipment manufacturers (OEMs) would absorb the cost of a national =
e-scrap
recovery program.=20
* The concurrent events indicate several important aspects of the
debate. For one, even though it is supported by environmental groups, =
many
government agencies and some OEMs, producer take-back, in which OEMs =
assume
full responsibility for taking back and recycling obsolete equipment, =
doesn't
have deep political support. This became apparent in Sacramento, where a =
few
OEMs, such as Hewlett-Packard (Palo Alto, California), wanted to be
responsible for handling their branded scrap, but other OEMs, such as TV
manufacturers, IBM (Armonk, New York) and Apple (Cupertino, California),
supported the advanced-recycling-fee approach.=20
* This division in the OEM ranks is being played out in the NEPSI
debate, but OEMs isn't the only sector that has divided ranks. The =
California
legislative battle has resulted in a nasty split among environmental =
groups.
Some of the pragmatic environmental forces, such as Californians Against
Waste (Sacramento), while desirous of a take-back law, recognized that =
=ECthe
approved bill was the best we could do.=EE Others, such as Basel Action =
Network
(Seattle), absolutely hate the final bill because it does not ban =
completely
the export of electronic scrap. While CAW and others supported the =
bill's
signing, BAN and others wanted to see it vetoed.=20
* A current and thorough assessment of NEPSI, along with a complete
review of a sister effort in Canada (Electronics Product Stewardship =
Canada),
will be offered at the E-Scrap 2003 Conference (see below).

Metal values remain high
=09
This isn't a bad time to be selling base and precious metals scrap =
recovered
from obsolete electronics.=20
* Although the aluminum market remains stagnant, demand and pricing
for other industrial metals =F1 including steel, nickel and copper =F1 =
are at
attractive levels. Driving the market is continuing strong Chinese =
demand for
recovered metals generated in North America.=20
* On the precious metals front, most metal prices are at fairly high
levels. For example, gold last week reached a seven-year high in price,
fueled by healthy speculative demand in the yellow metal, and platinum
approached a 22-year high due to rising demand from auto producers and
electronics makers.

E-scrap market prognoses to be offered

Plan now to attend E-Scrap 2003, the North American Electronics
Recycling Conference, on October 22nd and 23rd in Orlando. On the second =
day
of the conference, leading processors and consumers of electronics scrap =
=F1
including representatives from Noranda Recycling (San Jose, California) =
and
Metech (Elverson, Pennsylvania) =F1 will offer their visions of where =
the
markets for recovered parts and materials are headed. As an indication =
of the
strong interest in the conference within the product stewardship and
recycling industry, the conference's exhibit hall is completely booked.
