There is a vacancy in the Bay County Utility Services Department/Solid =
Waste
Management Division for an Environmental Programs Coordinator.  This is =
a 40
hour per week job, Monday through Friday, with hours from 7:30 a.m. - =
4:00
p.m., however overtime may be required if determined necessary.  The =
salary
range for this position is $1,003.20 - $1,582.40 biweekly.

The Nature of Work is as follows:

This is highly skilled, technical work involving the implementation and
oversight of all solid waste environmental programs which require site
inspections, monitoring, or enforcement actions. These programs include, =
but
are not limited to the Small Quantity Generator Program (SQG), Household
Hazardous Waste collections, Methane gas Monitoring, etc..

The Essential Functions/Requirements are as follows:

1.	Assists businesses, contractors, developers, engineers and the public
with interpretation of environmental regulations and compliance with =
local,
state and federal environmental laws, codes and ordinances.=20
2.	Coordinates and implements all Household Hazardous Waste/CESQG Waste
collection activities and events.
3.	Insures that all county operated business that generate small
quantities of hazardous waste comply with local state and federal rules =
and
regulations that govern the disposal of hazardous waste. This will be
accomplished by on-site training, compliance inspections and follow up
inspections if needed.=20
4.	Works closely with the Solid Waste Facilities Superintendent to
insure that unacceptable waste is removed from the waste stream and =
disposed
of in an approved manner.
5.	Investigates and examines  alternative disposal methods for
unacceptable or prohibited waste.
6.	Insures that the landfill gas monitoring program, including the
operation , calibration and routine maintenance of specialized equipment =
is
performed in accordance with state and federal regulations.
7.	Collect and maintain data from all site inspections, hazardous waste
collections or landfill gas monitoring. Forward this data to the Florida
Department of Environmental Protection as required by state law.
8.	Investigates suspected or reported violations of applicable County
environmental and solid waste ordinances and codes.=09
9.	Thorough knowledge of environmentally related codes, laws, rules,
ordinances and regulations, and the principles of environmental =
pollution
control.
10.	Ability to interpret and enforce pertinent codes, ordinances and
regulations.
11.	Ability to research legal records and present ideas effectively, =
both
orally and in writing.
12.	Ability to assign and supervise the work of subordinate personnel.
13.	Ability to communicate effectively with both professionals and the
general public regarding established ordinances, codes and laws.
14.	Must possess the sensory abilities of sight, smell and hearing.
15.	Must be able to operate standard office equipment and drive
automobile, light truck or van.
16.	Must possess the ability to stand, walk, bend/stoop, climb, lift =
1-25
pounds, carry 1-25 pounds, perform firm grasping and withstand exposure =
to
marked changes in temperature, humidity or extremes thereof.

The Marginal Functions/Requirements are as follows:

1.	Appears in judicial and/or quasi-judicial proceedings as a witness.
2.	Issues citations, warnings and corrective notices to violators.
3.	Performs related work as required.
4.	Ability to plan, organize, direct, coordinate, promote and evaluate
programs and activities concerning hazardous waste collection and =
disposal.
5.	Possess the sensory abilities of touch and taste.
6.	Possess the ability to operate special equipment.
7.	Possess the ability to sit, reach above shoulder level, kneel,
balance, push/pull, squat, crawl, crouch, lift 25-50 pounds, carry 25 - =
50
pounds, perform fine manipulation, work at heights and withstand =
exposure to
dust, fumes, gases and chemicals.

Minimum Qualifications

Graduation from high school or possession of an acceptable equivalency
diploma and two (2) years experience working with the public in solid =
waste,
regulatory enforcement, complaint processing or other related fields.  =
Must
have 40hr OSHA Health and Safety training certification as outlined in =
OSHA
29 CFR 1910.120(e)(8) or be able to obtain certification within 1 year =
of
employment.  Possession of a valid Florida Driver's license with driving
record acceptable to the County Driving Policy and insurance program.  A
comparable amount of training and/or experience may be substituted for =
the
minimum qualifications.
