After days of damaging winds and rain, Hurricane Frances has finally =
left
Florida.   The resiliency and fortitude of Floridians is expediting =
recovery
efforts.  Across the nation, states are dispatching food, water and =
repair
crews to assist Florida with emergency operations. =20

Already, thousands of crews are restoring power to the two and half =
million
residents left without electricity.  More than 200 Florida facilities =
are
providing shelter to close to 40,000 displaced citizens.  Across the
southeast, thirteen counties in Georgia and South Carolina are providing
shelter to evacuated residents.  To ensure the safe return of evacuated
citizens and to protect residents in impacted areas, state and military
officials deployed more than 400 law enforcement officers and 5,000 =
members
of the Florida National Guard.

A day after the storm made landfall, Governor Jeb Bush signed an =
Executive
Order directing the Department of Environmental Protection to coordinate =
fuel
replenishment operations, ensuring that fuel is available for recovery
workers and affected communities.  Now, more than 125 million gallons of =
fuel
is being delivered to the state as tankers enter reopened ports. At the =
same
time, Secretary Castille issued an Emergency Final Order to accelerate
environmental restoration activities in all counties affected by =
Hurricane
Frances. =20

In Southwest Florida, the Department is overseeing emergency operations =
at
the Cargill Riverview phosphate facility.  Heavy rains and high winds =
caused
a breach in the top margin of a gypsum stack dike at the plant on =
Sunday.
Engineers successfully plugged the breached dike yesterday, and work is
underway to transfer millions of gallons of process water into storage =
areas,
safely ending discharges to Tampa Bay.

As Florida continues to recover from two major storms, the Department is
assisting emergency responders to repair damaged structures and restore
interrupted power and water supplies.  Volunteers from each district,
