The recent NAHMMA conference in Tocoma, WA was well worth it!! And if =
you
weren't there....well, you missed it. Including the 4 of us from DEP =
(Irene,
Laurie, Glen and Raoul) there were 13 folks from Florida there---more =
than
any other state (except King County, WA who hosted the conference). 37
states were represented. Some great sessions and presentations were =
made and
lots of new ideas were brought home. Laurie's two presentations were =
well
received and her sessions attracted more attendees than the two other =
tracks.
This conference is not just HHW any more but has expanded to include =
CESQG
and SQG programs-where Florida shines (please see Glen's note below). =
Irene
Gleason has made such an impression on the NAHMMA folks since she has =
been
managing the HHW program in Florida and her stint on the Board over the =
last
couple years, not to mention her (and Glen's) efforts to host this =
national
conference last year amidst the hurricane season (and one rescheduling), =
that
she was nominated President of NAHMMA. I think this is a great =
compliment to
Irene and to the Florida program. Hail to our Commander in Chief.
Mark you calendars for the Florida HHW/SQG workshop May 1-5, 2006 in
Sarasota.

The 2005 NAHMMA Conference was a great opportunity to showcase Florida's =
SQG
Program to the 37 states that participated. It was also a great =
opportunity
to learn from other States and Counties. Thank you for providing the
opportunity to learn and gather new ideas.

I started the Florida discussion with an overview of Florida's SQG =
Program
and its statutory framework from which the County SQG Programs operate. =
Al
Gomez with Broward County's SQG Program followed and gave an excellent
presentation on Broward's SQG program and how they have utilized =
technology
to streamline the inspection process.

Florida was one of three states and one county program highlighted in =
the
Small Business Inspections, Effective National Approach training. =
California
CUPA program, Minnesota's CESQG Program and King County Washington CESQG
programs were all showcased in the training.=20

The Florida discussion was well received and prompted many questions =
from the
audience. Many participants were very interested in the technologies =
used to
save time and money.
=20
There are a couple of observations that are important to make. Many of =
the
issues faced in the other states were very similar to Florida including =
the
difficulties of identifying and inspecting small businesses. The way =
each
speaker's program approached the challenges were both similar and =
different.
All programs had a partnering component where the state works with the =
local
governments. California's CUPA program was very similar to Florida's in =
the
partnering part, however they created a very large, bureaucratic and, =
what I
would think, a very expensive mechanism to coordinate this partnership.
Washington State has a similar approach to California and Minnesota =
regulates
and permits down to the CESQG level. It blew my mind when I heard King =
County
Washington's annual budget was 11.5 million.=20
