Duties and Responsibilities:
This is an advanced professional position in solid and hazardous waste
management. This position requires contact with the public, applicants,
Department and other governmental officials. Travel is associated with work
performance in this position.
Manages solid and hazardous waste grants including Innovative Recycling and
Waste Reduction Grants, Household Hazardous Waste Grants and Special Project
Grants. Provides guidance to personnel providing financial review and
reimbursement of solid and hazardous waste grants. Responsible for ensuring
compliance with the Florida Statutes, Department policies, rules and
procedures and ensuring the inclusion of adequate accountability provisions
to provide the ability to fiscally monitor grants and grant related
contracts. Develops or reviews correspondence with representatives of local
government and private consultants on matters concerning the innovative,
hazardous waste, and special project grants.
Visits specific grantees to review files, records, documents and physical
project activities as needed. Provides periodic updates on the technical
aspects of the grants to interested parties (general public, local government
officials, professional associations, etc.) through a website, reports,
presentations, and other avenues of communication.
Provides technical guidance to staff involved with reviewing grant
applications and preparing grant awards and provides oversight of all reports
monitoring grant performance and expenditures.
Provides technical assistance to District Solid and Hazardous Waste staff,
local government officials, consulting engineers and planning groups
regarding solid and hazardous waste grants. Revises the Catalog of State
Financial Assistance and other grant related documents as needed.
Assist, as needed, with the development and monitoring of household hazardous
waste program and with the universal waste management programs including
mercury containing lamps and devices, batteries and pharmaceuticals.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of solid and hazardous waste management practices and principles.
Knowledge of contracting process.
Skill in personal computer word processing and databases.
Ability to communicate effectively verbally and in writing.
Ability to work with other agencies, public officials, private organizations,
and the general public in a tactful and courteous manner.
Ability to establish and maintain effective working relationships with
others.
Ability to organize and complete work assignments in a timely manner, and
work independently.
Ability to understand, and apply applicable rules, policies and technical
data. Ability to travel, including overnight trips.
Educational Requirement: Incumbent must possess Bachelor's degree with a
major in one of the natural sciences.
