Hi everyone! In Hillsborough County, if a business is operating within the city limits (there are 3 municipalities in Hillsborough) it is required to obtain a business tax license from that particular city and also from the county. Because of this, we only assess the hazardous waste surcharge on the county business tax licenses so we are not double charging a business for the same inspection.
In terms of authority for carrying out the SQG program, my agency, the Environmental Protection Commission, is a little different in that we are actually a state-mandated agency with a special act so we have regulatory authority in both the unincorporated county and in all 3 municipalities. We do not fall under the County Administrator. We have an Agreement with the County Tax Collector in terms of collecting our fees and we have an Agreement with Hillsborough County that my agency will carry out the SQG program.

I am reading the FDEP Guidelines for conducting the SQG program and I have a few questions which I don't find answers to but which you may be able to answer. As background, Citrus County already operates an SQG program which covers the identified businesses in our county. We receive notification of new businesses and have our funding assessments collected through the County Tax Collector. Our tax collector's office collects a $20 assessment for us from each identified SIC businesses which is added to their business license tax.
My dilemma is that within Citrus County, we have two cities which have their own, separate licensing and tax collection departments. At this point, they do not collect SQG assessments for our County inspection program from any business which is located within their incorporated city limits.
* Do you know how other counties facing these problems handle this?
* Do other county governments choose to or have the authority to go into the incorporated cities to do SQG inspections without having a city resolution to adopt the SQG program?
* Should our counties be responsible for performing SQG inspections without receiving funding from the cities or businesses to pay for these inspections?
Before our SWM Director holds meetings with the city managers, I wanted to receive some insight from you and your office. I'm sure we are not the only county facing these problems and I want to get your input to see how others have handled this and to determine options toward how we may proceed. Thanks.
