1. Energy Efficiency in Local Government Operations

EPA has released Energy Efficiency in Local Government Operations: A Guide to Developing and Implementing Greenhouse Gas Reduction Programs. This guide describes how local governments can improve the energy efficiency of their new, existing, and renovated facilities and operations, how to motivate the private sector to improve their energy efficiency, and expected investment and funding opportunities. It is designed to be used by facility managers, energy and environment staff, and mayors and city councils. See http://www.epa.gov/statelocalclimate/documents/pdf/ee_municipal_operations.pdf.

2. Free Webinar on Reciprocating Internal Combustion Engine Regulations, June 14 and 20

This webinar summarizes EPA's National Emission Standards for Hazardous Air Pollutants (NESHAP) and New Source Performance Standards (NSPS) for stationary reciprocating internal combustion engines (RICE) and changes EPA expects to propose by May 22, 2012, as well as compliance issues in rural Alaska and for sand and gravel mining, oil and gas production, and electric power production. Identical webinars will be presented on June 14 and 20 from 1:00 p.m. to 3:30 p.m. Eastern Daylight Time. Facilities with stationary emergency engines must track use to avoid exceeding limits on non-emergency use. Some non-emergency stationary engines will be subject to emission limits and stack testing in 2013; initial notifications were due August 2010 for diesel engines and February 2011 for gasoline and gas-fired engines (see http://epa.gov/region1/rice/). 3. RICE Webinar Presentations Available on Web

4. Web Training Video on NESHAP 6C Rule for Gasoline Distributors

EPA has produced a short video to explain the requirements of the National Emission Standards for Hazardous Air Pollutants (NESHAP) that apply to gasoline distributors. This rule applies to gasoline tanker trucks and gas stations. It sets practice standards and requires recordkeeping. Requirements are based on your monthly throughput. 5. EPA Issues Updated Air Pollution Standards for Oil and Natural Gas

EPA has issued new standards to reduce air pollution associated with oil and natural gas production. The updated standards, required by the Clean Air Act, reduce implementation costs while relying on proven, cost-effective technologies and processes. The final rule establishes a phase-in period. During the first phase, until January 2015, owners and operators must flare their emissions or use emissions reduction technology called “green completions.” In 2015, all new fractured wells will be required to use green completions. The final rule does not require new federal permits; it sets clear standards and enhanced reporting. See http://www.epa.gov/airquality/oilandgas.

6. New Permit for Stormwater Discharges from Construction Sites, Webinar Materials

EPA issued a new permit for stormwater discharges from construction sites. The 2012 construction general permit (CGP) is required under the Clean Water Act and replaces the existing 2008 CGP that expired February 15, 2012. The new permit includes enhanced protections for surface waters, including provisions to protect impaired and sensitive waters. It also provides new flexibilities for operators, e.g. for emergency projects. The permit is effective where EPA is the permitting authority: Idaho, Massachusetts, New Hampshire, New Mexico, Washington, D.C., and most U.S. territories and in Indian country lands. 7. Webinar on New Energy Use Assessment Tool for Water and Wastewater Systems, May 31st

Providing safe drinking water is energy-intensive and electricity costs represent up to 60 percent of a water system’s operating budget. Reducing energy consumption can reduce these costs. EPA has developed a free, downloadable, Excel-based energy use assessment tool to help water systems to analyze baseline energy consumption and cost and highlight areas of inefficiency to identify and prioritize energy improvement projects. A webinar on how to perform an energy use assessment at small- to medium-sized water and wastewater systems will be held Thursday, May 31, 2012 from 1:30-3:30 p.m. ET. 8. “Learn How to Prevent Stormwater/MS4 Violations” Webinar Recording

The Local Government Environmental Assistance Network hosted a 90-minute webinar that offered proven tools and techniques to help local governments pay for improved stormwater management systems while staying in compliance with federal regulations. 9. New Green Infrastructure Website

EPA’s Office of Water released a new Green Infrastructure website to present the “what, why, and how” of green infrastructure to municipalities, developers, and the general public. Green infrastructure uses vegetation, soils and natural processes to manage water and create healthier urban environments. The site offers publications and tools developed by EPA, state and local governments, the private sector, nonprofit organizations, and academic institutions. The website emphasizes the benefits associated with green infrastructure plus the latest research developed by EPA’s Office of Research and Development. 10. Revised SPCC Web Assistance for Agriculture

The Spill Prevention, Control, and Countermeasure (SPCC) rule helps facilities and farms prevent a discharge of oil into navigable waters or adjoining shorelines. A key element of the SPCC rule requires farms and other facilities to develop, maintain and implement an oil spill prevention plan, called an SPCC Plan. 11. NetDMR Training Webinar, June 19th and June 21st

NetDMR is a national tool to help you electronically file Discharge Monitoring Reports (DMRs) to EPA or a state each month. Once registered in the secure Environmental Information Exchange Network, NetDMR allows NPDES permittees in participating states and tribes to electronically sign and submit their DMRs. NetDMR improves data quality and reduces costs for the regulated community and agencies. EPA will host two webinars on June 19th and June 21st from 1:00 PM to 4:00 PM each day, Eastern time, with different NetDMR topics covered on each day. On June 19, 2012, the webinar covers an introduction to NetDMR, how to create an account, and how to manage access, and on June 21st, data entry of DMRs, importing DMRs, and official copy of record. 12. Permit Writer's Manual for CAFOs

EPA released a technical manual for concentrated animal feeding operations (CAFOs) to provide states, producers, and the general public with general information on permit program requirements for CAFOs, information to explain CAFO permitting requirements, and technical information to help states and producers understand options for nutrient management planning. EPA expects this document will be updated periodically to incorporate new approaches; interested parties can send questions and suggestions at any time. See http://www.epa.gov/npdes/caforule.

13. EPA Updates Online Water Quality Standards (WQS) Guidance

EPA has updated its water quality standards handbook, which compiles EPA's guidance on the WQS program and provides direction for states, territories and authorized tribes in reviewing, revising and implementing WQS. Look for the “updated information” boxes located throughout each chapter. See http://epa.gov/wqshandbook. EPA has also consolidated its online water quality standards policy and guidance reference library, which includes relevant water quality standards policy and guidance documents. The library can be sorted by document title, issue date, topic and EPA publication number. See http://epa.gov/wqslibrary.

14. Access Water Pollution Data with New Web Tool

EPA released a new tool that provides the public with important information about pollutants that are released into local waterways. The discharge monitoring report pollutant loading tool brings together millions of records and allows for easy searching and mapping of water pollution by local area, watershed, company, industry sector and pollutant. Searches can show "top 10" lists to help users easily identify facilities and industries that are discharging the most pollution and impacted waterbodies. 15. Updated Local Fish Consumption Advisories Online

EPA has improved its online tools for fish advisories with three redesigned, interactive online search and mapping tools that allow users to perform more advanced searches of fish advisory and fish tissue data in the National Listing of Fish Advisories database. The search tools include a “where you live” basic search for advisories issued for water bodies in the state and local area and two advanced interactive maps and searches for technical users to obtain more detailed information. 16. Hazardous Waste Management Webpages Updated

EPA has updated its webpages to help you better understand federal solid and hazardous waste requirements. The main page has links to a Definition of Solid Waste decision tool to determine if your waste is a solid waste for purposes of being a hazardous waste, a user-friendly reference document and other information resources. 17. Webinar on How to Negotiate Your Contract with Waste Haulers, May 24

EPA is providing a webinar on May 24, 2012 1:00 to 2:30 pm Eastern Time for anyone who contracts out their solid waste services, including commercial entities, institutions, and governments. Learn tips from industry experts on how to write and negotiate an effective contract with refuse and recycling haulers, while keeping costs under control and increasing recycling. This webinar will present practical experiences on how to more effectively negotiate waste, recycling and composting contracts with haulers.
