Subject: [FLHHW] FW: DEP Webinar Hazardous Waste Training- meth lab cleanout problem solved?

This is a good one to catch if your county is wrestling with how to fund meth lab cleanups. As near as I can recall and summarize, here is the new DEA meth lab program that you will hear about. Call in to hear the details and corrections to anything I've bobbled in my recap below.

1. 99% of the labs in FL are one-pot operations with relatively few chemicals that can be identified, stabilized and transported safely with minimal training. The other 1% are the Red -P and anhydrous ammonia operations with a wider variety of chemicals that are not easy to identify and are much more dangerous to handle. You need a HW pro for these guys.

2. DEA is going to train every - yes, every one - law enforcement officer that may handle a meth lab bust to distinguish the one pot labs from the Red-P and anhydrous ammonia operations as well as to identify, stabilize and transport the chemicals from a one-pot lab. The chemicals will be transporter by law enforcement to Authorized Central Storage (ACS) sites strategically located at secured public safety facilities and set up under DEA oversight (and funding?). DEA will dispatch and fund a HW contractor to collect and properly dispose of the collected materials at these ACS sites.

3. For the other 1% of the meth labs (Red P and anhydrous ammonia methods), DEA will dispatch and pay for a HW contractor to identify, stabilize, package, transport and properly dispose the hazardous materials.

4. Law enforcement may participate in this DEA program and also, at the law enforcement agency's discretion, still use whatever MOU or other arrangement they may have made previously within their county to handle meth lab busts. Yes, they can both participate in the DEA program and still use any existing county program they may have developed. For example, if the nearest DEA ACS site is a couple of counties away, local law enforcement may elect to transport the chemicals from one or more busts to the county HHW program for proper disposal if that arrangement has been set up. On other busts, law enforcement could take the DEA ACS route if that works out better for them.

This is happening now and more FL counties will be taking advantage in the next few months.

Hear you on Sep 12, I hope.
