[Sqg-program] Double counting spent lead-acid batteries?

In looking at CHAZ, most counties that inspect facilities that handle spent lead-acid batteries (i.e. Interstate Battery) are counting the batteries that the facility sends off for recycling. However, these batteries should have already been accounted for at the facility where they were generated and picked up by the battery company. Aren't we double counting if they are recorded as a waste the second time at the battery recycler? (These are not minimal amounts being recorded.)
