[Sqg-program] FW: EPA R5 residential demolition tool includes special/hazardous waste and reusable/recyclable materials

EPA Region 5 (Chicago) has produced a residential demolition tool "On the Road to Reuse" that includes guidelines and even bid specifications for how to handle the various waste streams from a residential demolition.  Special and hazardous wastes are addressed as are reusable and recyclable materials and general solid waste.  I looked at the guidelines and bid specifications in the appendices on "General Requirements" both "Pre-Demolition Survey" and "Waste Management Plan" and on "Waste Disposal" at the "Waste Handling and Disposal" sections.  For those of you who are involved with regulating demolition jobs for special or hazardous wastes, there may be some useful parts of this document.

If we required every contractor on every residential demolition job to follow every guideline in this document, it would certainly be overkill.  I don't believe that the document was meant to be a "thou shalt do all of this" but more a compendium of guidelines and specifications that could be used selectively or as applicable.

U.S. EPA Region 5 will highlight a residential demolition tool that includes a series of best practices and regulatory considerations in residential demolition operations. This tool identifies the environmentally-sensitive activities associated with demolishing residences, from pre-planning to demolition to site rehabilitation (e.g. hazardous materials handling and abatement, fill material selection and placement, material recycling or deconstruction).
 For each of the activities, the tool provides decision-making information and bid specification language suggestions to assist local government officials in updating their bid specification documents. The use of environmentally beneficial demolition practices can result in long- and short-term environmental benefits and set the stage for vacant lot reuse and neighborhood revitalization.
