Recently DEA modified its rule about take back of controlled substances like Oxycontin, Percocet, other narcotics, etc.  Previously, pharmacies could not accept controlled substances so most did not provide take back of any medications to avoid inadvertently accepting controlled substance medications. Under the modified rule, pharmacies are allowed to take back controlled substances but are not required to do so.  We will likely get calls from citizens wanting to dispose of medications, pharmacies that want to (or don’t want to) implement take back programs, etc. about this new regulation and what it means.

The Product Stewardship Institute (Boston) is hosting a webinar on October 30 to help us understand this new rule.  Among the speakers will be a representative of CVS a major pharmacy chain. The rule allows manufacturers, distributors, reverse distributors, narcotic treatment programs , retail pharmacies, and hospitals/clinics with a retail pharmacy to voluntarily apply for authorization to maintain on-site drug collection receptacles and provide mail-back programs. Law enforcement agencies may also continue to collect controlled substances, and may also now offer mail-back programs.

While the rules "go into effect" October 9, 2014, consumers won't be able to start dropping off their medicines right away. State and municipal governments, local law enforcement agencies, state boards of pharmacy, pharmacy retailers, manufacturers, reverse distributors, and a host of other stakeholders will need to take a number of steps to comply with and carry out the rules. This includes everything from modifying individual state pharmacy and drug disposal regulations to securing additional funding to support the expanded drug take-back programs.

Featuring a diverse and dynamic panel of thought leaders and pharmaceutical stewardship experts, this webinar will explore the health, environmental, technical, and financial implications of the new DEA rules for consumers, governments, law enforcement, pharmacies, manufacturers, and reverse distributors. In particular, it will examine the unique challenges and potential solutions to financing the expanded drug take-back opportunities that the new rule allows. There will be ample time for Q+A.
