[Sqg-program] Update to Oracle Forms

Please see below regarding an update to Oracle Forms and the need to have the correct Java JRE.  You can download the latest Java JRE at http://www.java.com/en/

Subject: Upgrade to FDEP Oracle Forms Environment
Importance: High

OTIS has scheduled an upgrade to our Oracle Forms environment and is requesting your assistance in notifying the delegated counties to confirm that their staff have the correct Java JRE.  The certified Oracle Java JREs are Java 7 (Java 1.7.0_55 and above) or Java 8 (Java 1.8.0_51 above above).

To provide the smoothest transition, please complete the process of installing the new JRE on all PCs that access the DEP enterprise-wide web application system prior to May 11, 2016.  Multiple versions can reside on a PC without causing problems but it does take an extra step to install without replacing.

Note: Windows 7, 8.1, and 10, require the user to have Administrator permissionson the local workstation to install the JRE.

Note: The new Oracle Forms version is certified with Microsoft Internet Explorer 11; it is not certified with Microsoft Edge since Edge does not run Java.

Please pass this information on to the delegated counties to inform them of the upcoming upgrade.

Troubleshooting
The Oracle JRE Doesn't Auto-download:
If the JRE does not automatically download, install the software by logging in as the administrator of the PC.

The Oracle JRE Auto-Downloads, but the logon box doesn't appear:
If the logon box doesn't appear then close out all sessions of Internet Explorer and then try to access the Internet address again.  If it still doesn't work then try rebooting the PC.

The Oracle JRE Auto-Downloads and appears to open, but the screen is surrounded by a dotted line and the logon box doesn't appear:
If the logon box doesn't appear, when the mouse hovers over the dotted region a popup window will appear stating that the user needs to click the region in order to activate the object.  Click once on the dotted region to activate it, the Forms application will run as it has in the past.
