Things may have changed, but it used to be that Safety-Kleen was the only transporter that allowed used antifreeze to be mixed with used oil because they reportedly had a process to manage the waste. If used antifreeze is not being recycled, a hazardous waste determination would be required prior to disposal. It's not a waste that could clearly be determined through generator knowledge, so to err on the side of caution it should be presumed to be hazardous if not tested.

Here in Tallahassee, I get a mixture of facilities that have a used antifreeze drum or tank for storage and they have records of a waste hauler picking the used antifreeze up. I have facilities that recycle used antifreeze onsite by running it through a machine to clean it. an reuse it in automobiles. I have facilities that pour the used antifreeze into the used oil tanks or drums. Depending on the waste hauler they are not going to list used antifreeze on the manifest if the used antifreeze is mixed in with used oil. I treat everything as hazardous waste if it can contaminate/harm the environment, surface waters, the aquifer, and any life form. You can call the waste hauler and request manifest. I do that all the time. I also advise the facility owner that they need to make sure that they get a copy of waste manifest. If they don't it's a violation of the Leon County Code10-10.309 (Incomplete Proof of Proper Waste Disposal). I hope this helps. If you have any questions please call.

Hello All,
I've recently been inspecting quite a few VSQG auto dealerships. For several of these I am not finding any spent coolant disposal documentation. One facility contact told me they were adding it directly to the used oil while others said that the used oil hauler takes it (loads of used oil & used oil filter receipts, but no line item for coolant or "oily wastewater").
1. Is anyone else seeing this method of disposal?
2. Besides the fact that the disposal is not documented...is this an acceptable/proper practice?
* If it is similar to adding spent parts washer solvent to used oil.......is the spent coolant then assumed to be hazardous waste?
i. If it's hazardous waste...is it then counting toward their generator status? (which they are not tracking or determining obviously).
1. Is there something going on in the markets that is driving this practice?
Any thoughts or input you can provide would be appreciated.
