<p class="MsoNormal"><span style="color:#1F497D">Agreed that you could be double counting. Keeping that in mind I would be careful when conducting data analysis. It&#8217;s not just batteries. Same goes for HW. Once collected you have some waste shipped from one
 permitted facility to another within Florida. If you are doing analysis the assumption is some waste could be double counted and you will have to account for this.

<p class="MsoNormal"><span style="color:#1F497D">One other comment I want to make when looking how counties are adding waste disposal codes to the database<b>. Please be sure to use &#8220;ER&#8221; exempt recycle as the disposal code if batteries are being picked up for
 recycling.</b> Batteries would not count toward the facilities hazardous waste determination. If they are illegally disposing of the batteries then I would use a different code which will trigger the database to count the waste to be a hazardous waste.

<p class="MsoNormal">In looking at CHAZ, most counties that inspect facilities that handle spent lead-acid batteries (i.e. Interstate Battery) are counting the batteries that the facility sends off for recycling.&nbsp; However, these batteries should have already
 been accounted for at the facility where they were generated and picked up by the battery company.&nbsp; Aren&#8217;t we double counting if they are recorded as a waste the second time at the battery recycler?&nbsp; (These are not minimal amounts being recorded.)<o:p></o:p></p>
