Hi Everybody,

Please see the following announcement of ORCR’s new memo (it’s not even in RCRA Online yet!) about lithium-ion batteries from our Office Director, Carolyn Hoskinson:

In order to secure our clean energy transition, the U.S. Environmental Protection Agency (EPA) is working to increase the recycling of lithium-ion batteries. These batteries are everywhere in our daily lives, including
in electric vehicles, rechargeable power tools, e-scooters, and other electronic devices. As these products have grown in popularity, so has the number of lithium-ion batteries reaching their end of life and entering the waste stream. Recycling these batteries
returns valuable critical minerals to the economy, both conserving resources and reducing the overall energy use needed to produce new batteries. However, it is important that recycling is done safely and in compliance with applicable regulations to avoid
devasting fires.

To promote recycling of lithium-ion batteries, today, the EPA is providing an overview of how these batteries are recycled as well as answers to key recycling questions. The attached memo explains the applicability
of the Resource Conservation and Recovery Act (RCRA) regulations to lithium-ion battery recycling and answers questions on hazardous and universal waste regulations, best management practices, black mass, permit requirements for recyclers, and other related
topics. We will be posting this memo on RCRAOnline soon, as well as launching a dedicated lithium battery recycling webpage.
