All source code for JHS projects is published on the maven web site for each
project. The project reports menu contains links to the source code cross
reference and test cross references. Unless the project.xml file is not
configured properly this results in nicely formatted code complete with
javadocs and tests being available across the JHS for all projects.

All the reports on DwmSits are available at:

If your project does not contain these reports and references then
adjustments to the project.xml are necessary. DwmSits is a good model and
the maven.xml, project.xml, build.properties, and most other files of
interest are published on the maven web site for DwmSits.

Actual access to the CVS project files for checkout and commit is restricted
tot he division that owns the project. This prevents inadvertent commits to
CVS by non-project personnel.
When in doubt, do the right thing

Part of the issue with code sharing/reuse is trying to figure out what's
there and where it is. Chris has a suggestion in that regard.

It would be great if the JHS allowed everyone to easily download other
project's code. This could make a big difference for new java developers.
It wouldn't have to be complicated and as complex as SourceForge or as
elegant as Google Code, but it would just be nice to be able to look at the
releases and download the code w/o having to jump through a bunch of hoops.
That's my suggestion for getting everyone to use the same code base.
