[Wrm-dqd] Checking log files in production

I'm going to declare this fixed.  We didn't change any java source, only
removed the entry in data-sources.xml that set min-connections to a positive
integer (default is 0).  There is some discussion in forums and on metalink
about OC4J giving out this error in bogus situations and it being fixed in
some version of 9, but I haven't been able to find the exact version it was
fixed.
