shrug-l: Shapefile to Coverage

Hopefully someone will have some insight as to how to solve a problem
which has stumped me for 2 days.  I have shapefile created in ArcMap
that needs to be converted to an ArcInfo coverage with specific fields
in the resulting coverage's table.  Theses fields were given to me in a
template and need to be in a specific order.  However, if create the
shapefile with the required fields in its attribute table, all the but
the minimum fields created when the coverage in created in left after
the conversion.  All my other data appears to have been lost.  Is there
a method to doing this that I am not familiar with?  I would appreciate
any insight anyone had into this.
