    *** BIS/GIS intends to desupport ArcView 3.2a at the COB on December =
31,
2004.  ***

As you know, we have been discussing migrating to ArcGIS since the =
summer of
2001 when ArcGIS 8.x was released and ESRI announced that ArcView 3.x =
was an
end of life product.  Many of you have already migrated to ArcGIS and =
are
already enjoying the benefits of it's improved capabilities.
=20
What does "desupport" mean?  It means that we will no longer test new =
layers
against ArcView 3.2a.  As we add geodatabase layers, users not switching =
to
ArcGIS will not be able to use these layers as ArcView 3.2a cannot =
"digest"
them.  We will also no longer support or fix bugs in any of the ArcView =
3.2a
productivity tools and extensions.  We will NOT prevent users from =
continuing
the use ArcView 3.2a, NOR will we deactivate the ArcView 3.2a license
manager, productivity tools or extensions.

Below is the technology change timeline that we anticipate that has an =
impact
on ArcView 3.2a use.
=20
12/31/04 - Stop supporting ArcView 3.2a - We will not do anything to =
prevent
folks from using it, all the current extensions will be left as will the
"license manager".  However, we will not fix extension bugs and will not =
test
new layers against ArcView 3.2a.  ArcView 3.2a does not enable users to =
see
geodatabases and does not enable users to consume the ArcSDE raster =
layers.

Winter 2005 - Migrate to ArcGIS 9.x - Once a stable version is released =
and
tested, we should begin the migration so that we can migrate to ArcSDE =
9.x.
We must migrate the clients (ArcGIS and ArcIMS) before we migrate =
ArcSDE.
The high-use productivity tools like DataMiner and Table2Point will be =
ported
from ArcGIS 8.x to ArcGIS 9.x.  The lower-user productivity tools will =
not be
ported as the operations they perform can be accomplished "out of the =
box"
with ArcGIS.

Late Spring / Early Summer 2005 - Migrate to ArcSDE 9.x - ESRI is =
claiming
that ArcView 3.2a will not consume ArcSDE 9.x layers.  This means that
ArcView 3.2a users would not be able to use ArcSDE layers of any sort
(standard, geodatabase, nor raster).  At this time, we may HAVE to =
disable
DataMiner for ArcView 3.2a since the new ArcSDE may break ArcView 3.2a.

It is expected that ERATools (formerly ERPGIS) will be ported to another
software product prior to 12/31/2004.

Below are the reasons we are desupporting ArcView 3.2a.
=20
1 - ESRI has declared it an end of life product.  With each release, =
they
claim it is the last.  While it is true they have kept it alive for a =
3.3
release, 3.3 will not allow users to access raster ArcSDE layers and may =
not
support complex geodatabases like NHD.
=20
2 - We have plenty of ArcGIS licenses, so it doesn't make financial =
sense to
maintain two sets of licenses that do the same operations.  To upgrade =
3.2a
to 3.3 costs about $1000 per license.  We have about 350 licenses.  =
Since 3.3
cannot use all the new data types, it doesn't make good financial sense =
to
spend $30,000 or so to upgrade licenses that are duplicative, not as =
capable,
and end of life.

3 - ArcView 3.2a is not built on COM or Java, so it does not enable us =
to
create modular GIS components that can be used for a variety of clients.
=20
4 - For casual data browsing, there are cheaper alternatives like ArcIMS =
and
ArcExplorer.
=20
5 - For publication-quality maps, ArcGIS is superior.
=20
For those of us who love ArcView 3.x and hate to see it go, I'm sorry =
that we
must desupport it, but technology marches on, for good or for ill, and =
we
must keep up.
