I just did that very same thing on Sunday, David.  If you go to the =
Labins
site at http://data.labins.org/2003/index.cfm , you can do the =
following:

See the TRS layer,

Zoom in to very close scale,

Query TRS vertices for latitude and longitude,

Use a measuring tool to locate points east, north, etc., and

Query those for lat/long as well.

The process I am trying to find out about is locating a point (Lat/Long)
using "from North edge" and "from East edge" measurements in a
township/range/section feature with no assigned Lat/Long field. Does =
