It depends on the connection you have to the DEP network.  ArcSDE Raster is
generally much faster than pulling the imagery from a local resource.  We are
using ArcIMS to serve our ArcSDE raster imagery, this is advantageous b/c we
can further compress the imagery down to about 1 MB per view.  If you were
pulling this in from local resources it would be about 20-30 MB per quad in
your map view..verses about 1 MB max with ArcSDE raster/DataMiner!  Also, we
have implemented pyramiding on the ArcSDE raster data, so it is possible to
view the aerial imagery at high scale.  This wasn't feasible with the file
based data as you would have to load each image (~20-30 MB each * 4000 total)
before viewing.  For most users it takes a shorter period of time to consume
imagery from ArcSDE raster/DataMiner than local resources.  However, if you
have a very slow connection to the DEP network, then your local resource may
be faster.  We've done everything technically possible to improve performance
of the imagery, the bottleneck is the network.

How does the speed of imagery through DataMiner compare with pulling it
through the SDERaster server?
 
The last time I used DataMiner for imagery in 9.1 it locked up, so I'm still
pulling it from a local library drive manually.  Life in the boondocks.

ArcGIS users, please remember the best way to use aerial photos is through
DataMiner. Open DataMiner, click Imagery, and add available imagery layers to
your map. These act like regular layers in your map, and should delivery
imagery quicker than using ImageTools.

The ImageTools extension for ArcGIS is being kept around for mobile GIS users
only! It helps to prepare imagery for export with mobile applicatons like
ArcPad, but is much slower than using the imagery layers available through
DataMiner.
