gis-l: depnet/gis update Thursday

Gis users,

In an effort to consolidate servers, we will be removing all references to
the server bis-4cgxh11 from http://depnet/gis .  We will begin this process
tomorrow.

We will be testing the changes, but if you see any broken pages, please let
us know.
