gis-l: Revamped BIS/GIS Intranet Site

GIS Users,

In an effort to make the BIS/GIS intranet site more usable we have totally
revamped our site.  We have reorganized the site to make it easier to
navigate and find content.  We have also exfoliated old information, exposing
the only the most relevant content.
