This line in your project.xml needs to be fixed...

 

<connection>scm:cvs:local::/u02/cvsroot/:dwm-sits</connection> this is for my
project but yours should be similar but have your project on the end of the
value.

 

Note that the 3rd element is empty.  There are two semicolons together.
