[Pharmwaste] Manufacturers to pay for take back program

San Francisco - One of these times, this concept will pass.  How would they
determine how much each manufacturer and wholesaler is on the hook for?  Why
stop with just the wholesaler and manufacturers?  What about the pharmacies
that sell the product or the Pharmacists that overprescribe?
