[Pharmwaste] collection program-related diversion incidences?

Hi all,

As part of California's Senate Bill 966, we're required to include in our report to the Legislature, "the consideration of the incidence of diversion of drugs for unlawful sale and use, if any."  We have a couple collection program-related examples but does anyone know of any diversion incidences they could share for our report?
